Phipps was born on May 4, 1992 in Austin, Texas of the United States but she spent most of her childhood in Boerne and San Antonio of Texas. She was born with her birth name Grace Victoria Phipps to Kate Phipps and Gil Phipps with one younger brother named Liam Phipps.
