Franks began his political career in 1984 by running for a seat in Arizona House of Representatives. He defeated Democrat Glenn Davis by 155 votes and then he was defeated in his re-election in November 1986.

It states that Franks and his wife were struggling with infertility and he asked two female staff members if they would consider serving as surrogate mothers for Franks and his wife. However he clearly denied those allegations. Following those reports, he resigned from the Congress on December 8, 2017.
